The Secretary-General of the Ministry of Foreign Affairs, the National Community Abroad, and African Affairs, Lounès Magramane, affirmed from Hanoi (Vietnam) that Algeria’s official signing of the United Nations Convention against Cybercrime constitutes a reaffirmation of its constant commitment to multilateralism and international cooperation, as an essential instrument to address emerging global challenges.
In a speech delivered at a high-level conference, as part of his participation in the signing ceremony of the United Nations Convention against Cybercrime, held on Saturday and Sunday in Hanoi, Mr. Magramane praised Algeria’s role in chairing the Special Committee responsible for draughting this convention, emphasising that Algeria’s official signing of this convention reflects its constant commitment to multilateralism and international cooperation, as an essential instrument for addressing emerging global challenges.
This convention provides a binding legal framework for a collective response to the multifaceted risks associated with cybercrime. It provides for the creation of mechanisms aimed at adapting traditional criminal investigations to the information technology environment and the establishment of a global mechanism for the exchange of electronic evidence concerning serious crimes.
Speaking about Algeria’s efforts at the national level, Mr. Magramane highlighted “the major interest shown by the President of the Republic, Abdelmadjid Tebboune, in digital transformation, which he has placed at the heart of national priorities, through the adoption of an ambitious strategy in this field.”
On this occasion, the organisers praised Algeria’s role and its sustained efforts, through Ambassador Fouzia Mebarki, who successfully led the negotiation process for four years, in her capacity as Chair of the Special Committee responsible for draughting the text of this convention, efforts that led to its adoption by the UN and the opening of the signing ceremony in Hanoi.
The adoption of this convention thus adds to the successes recorded by Algerian diplomacy in recent years, under the leadership of the President of the Republic, Abdelmadjid Tebboune.
